If you're forced to do Mother's Day on a shoestring this year, it's important to remember one principle in order for things to go well: the more thought and effort you put into a gift, the less it has to cost. My mom loves day trips, so one year I got her a local travel guide, map, trail mix, and $20 gas card (which would pay for about a ¼ day trip today). Some companies charge an arm and a leg for specialty gift baskets; by taking the time to assemble one yourself, you can give a classy gift at a reasonable price.
Leverage Your Local Resources
If your life is hectic, one of the nicest gifts you can give is quality time, and it doesn't have to cost a fortune. Spend the afternoon at a park or visit a museum. Pack a simple, homemade picnic lunch and enjoy it by a lake with your mom. If nature's not your thing, find a quaint and flavorful place to have lunch together. This works well because lunch is almost always cheaper than dinner, and local food with great atmosphere can be just as nice as a high-priced meal in a posh restaurant. If you go this route, the one "must" is planning well ahead and making reservations; Mom will know if you've truly taken the time to plan a day together or if you're just attempting to "wing it."

One year I bought a nice picture frame on sale for $20 and paid $10 to have an old photo of Mom's parents enlarged to fit inside it. A well-planned, thoughtfully-prepared meal is a wonderful way to make the day special for Mom, and to show her that you were, in fact, paying attention all those times she cooked. Go the extra mile and make it a special occasion with cloth napkins, some flowers, and printed "menus"; my sister and I did this one year for our mom, and the three of us enjoyed a great dinner for under $50.
Do Something Nice for Her
If you're seriously hurting for cash, doing something thoughtful might be your best bet. We're treading dangerously close to ill-advised "love coupons" here; the key element that makes or breaks this gift option is actually "doing" something instead of just saying you will. One year my Mom came home from church to find that I'd completely detailed her car, and I remember my brother building her a flower box when he was a teenager.
